Planning for the Attacks on 9/11

The first plan to hijack the planes in order to attack the United States was introduced by Khaled Sheikh Mohammed prior to 1999. A series of meetings occurred in spring of 1999, involving Khalid Sheikh Mohammed, and Osama bin Laden.
